Person County has an exciting opportunity to lead a progressive Emergency Services Department of 60+ full- and part-time employees in three divisions: Emergency Communications (911), Emergency Medical Services (EMS), and the Office of Emergency Management (OEM).
Located in North Carolina's Triangle Region, Person County is within an hour’s drive of the Research Triangle Park (Durham, Chapel Hill and Raleigh) and the Piedmont Triad (Greensboro, Winston-Salem and High Point), and a two-hour drive of Richmond, Virginia. The county is seeking an experienced, team-oriented professional to serve as the Person County Emergency Manager and oversee the Emergency Communications and EMS divisions. The Emergency Services Director is also responsible for terrorism preparedness, planning, training and grant administration.
OEM is Person County's lead agency for all large-scale emergencies and natural or man-made disasters. It manages the county's Emergency Operation Center (EOC) and is the liaison to NC Emergency Management and FEMA for both the county and City of Roxboro. Other responsibilities include disaster mitigation, community preparedness programs and disaster recovery.
Emergency Communications is staffed by certified Emergency Medical Dispatchers (EMD’s) who provide medical instruction prior to the arrival of EMS and obtain valuable information for the responding units.
EMS is staffed by dedicated professionals trained in advanced life support. They respond to medical and trauma related 911 calls. Person County EMS is also part of the State Medical Assistance Team (SMAT III) whose unit members respond throughout the state to scenes of disasters or mass casualties or to support overwhelmed hospitals.
Primary responsibilities include budget preparation and administration, fiscal management, planning, staffing, training, and performance review for the services and programs supervised. The employee has extensive public contacts, and the work requires a variety of technical and detailed knowledge, and significant independent initiative and judgement.
The employee is subject to the usual hazards associated with emergency service functions, including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens. Work is supervised by the Assistant County Manager and is evaluated through conferences, results of work, reports, and public feedback.
MINIMUM TRAINING AND EXPERIENCE
Graduation from an accredited college with a Bachelor’s degree in Emergency Management, Public Administration, Business Administration or related field, and considerable emergency services experience including significant supervisory experience; or an equivalent combination of education and experience.
Possession of a valid driver’s license and possession of or ability to readily obtain Emergency Medical Technician (EMT) and lCS 100-400 certification.
Salary will be based upon education and work experience.
