EMS Assistant Chief of Logistics

POSITION SUMMARY

The Harnett County Emergency Medical Services Division is currently recruiting for an Assistant Chief of Logistics. This position serves as the technical assistant to the Emergency Medical Services Chief with a specific focus on EMS logistics.

DUTIES AND RESPONSIBILITIES

 

  • Maintain an accurate inventory of EMS supplies to include pharmaceuticals, medical supplies, medical equipment, portable equipment, maintenance records, and uniforms.
  • Responsible for supply oversight including processing orders from stations, receiving and verifying deliveries, stocking and rotating inventory, and delivery to stations.
  • Ensures EMS stations are stocked appropriately and inventory rotated on biannual basis to prevent waste. 
  • Monitor trends in pharmaceutical usage, and the issuance of uniforms to personnel to ensure the proper use of agency resources. 
  • Utilize methods to include monitoring usage and proper stocking of par levels to ensure a 3-month supply of all pharmaceutical and medical equipment are on hand at any given time while decreasing waste.
  • Maintain and upkeep a well-organized inventory and work area. 
  • Assure completion of daily EMS unit check sheet and weekly EMS station orders, purchase orders, and supply budget, work closely with supply vendors and representative.
  • Coordinate vehicle maintenance and repair, assist crews in swapping out trucks when needed and ensure correct process is followed. 
  • Researches, recommends needs for capital equipment and other medical equipment for the department; coordinates with EMS Assistant Chief of Training on placing equipment in service and ensuring proper maintenance of equipment.
  • Assures the maintenance and completion of records, reports, and other information required in this field.
  • Assist with Multiple Patient Incident responses
  • Maintain status as credentialed EMS provider in Harnett County EMS System and respond as a credentialed EMS provider in periods of high call volume, low staffing or other needs per Emergency Medical Services Chief.
  • Maintains readiness to respond to emergency situations as a paramedic when needed.
  • Serves as member of various committees in the County, attending and participating in meetings and other activities, as appropriate.
  • Staff the Emergency Operations Center (EOC) when needed.
  • Performs related duties as required.

 

MINIMUM QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Graduation from high school and at least two years of experience in emergency medical service work as a paramedic.

Preferred Qualifications:
BLS, PALS, ACLS, ITLS and/or PHTLS, EVD, NIMS and HazMat; North Carolina Class A Non CDL Driver's License is preferred.

Licensing and Certifications:
A valid North Carolina Driver’s License; Certification by the State of North Carolina Office of Emergency Medical Services as a paramedic; Ability to obtain NC Class A Non CDL Driver’s License within 6 months of hire. 

 
Knowledge, Skills, and Abilities:

  • Thorough knowledge and understanding of EMS supply and asset management. 
  • Thorough knowledge of federal, state, and local policies, procedures, and regulations pertaining to emergency medical services including rescue operations. 
  • Thorough knowledge of Harnett County EMS System, geographical areas of county and key locations.
  • Thorough knowledge in current departmental policies, county policies and NCOEMS regulations and willingness to carry out set polices. 
  • Ability to interpret, explain and apply a wide variety of policies, procedures, and Emergency Services regulations.
  • Thorough knowledge of computers, with the ability to use analytical skills to analyze organization, and management of trends
  • Ability to react quickly, effectively, and professionally under stress in a timely manner and take appropriate action.
  • Ability to plan, coordinate to make sound judgment decisions to determine best options for handling emergency  and routine situations.
  • Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and general public.

 

SUPPLEMENTAL INFORMATION

Physical Requirements:
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift objects when performing paramedic duties. Must be able to lift 150 pounds with assistance. Must possess the visual acuity to operate mobile and computer equipment, conduct visual inspections, monitor work site progress, administer emergency medical services to the public, and use measurement devices.

Successful completion of a drug screening and criminal background check will be required as a condition of employment.
