Edgecombe County Supervisor/Paramedic

GENERAL STATEMENT OF DUTIES:

 

Performs supervisory and technical work directing the activities of emergency medical services on an assigned shift for the Emergency Services program of the County.
 
An employee in this class coordinates and supervises the activities of a staff of EMT Basics, Advance EMT’s and Paramedics on an assigned shift and insures all equipment and supplies are maintained. Work involves identifying staffing and materials needed for daily operations, and providing direct medical services in emergency situations.  Employees are responsible for scheduling personnel and finding replacements when necessary, mentoring and training employees and performing performance reviews for employees assigned to their shift; and reviewing reports for accuracy.  Employees are also responsible for monitoring all emergency calls and directing appropriate units as required, and for making critical decisions with regards to what units are to be placed in service and prioritizing calls in high call volume, transfer and weather situations. Work involves frequent public contacts and considerable independent initiative and judgment. The employee is subject to hazards in the emergency management and medical services work including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens. Work is performed in accordance with established EMS Division operating guidelines and under local medical director approved protocols.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Plans, organizes and directs the activities of a staff on an assigned shift in the emergency medical services unit and ensures adequate, qualified staff to cover the shift; identifies and recommends equipment and supplies needed to provide medical services to citizens.
  • Conducts daily station checks to assure equipment is readily available to respond to calls and to observe work of staff; assures all vehicles and equipment are in proper working order and assures that each unit is adequately equipped and that medical supplies are available.
  • Monitors assigned shift call activity and makes critical decisions with regards to what units are to be placed in service; prioritizes services in high call volume, transfer and weather situations.
  • Responds to cardiac arrest calls in Quick Response Vehicle; serves as a Paramedic when needed and responds to emergency calls and coordinates the provision of medical services making assessments of critical problems and decides on treatments to be administered and in what sequence.
  • Provides information and support to other agencies including law enforcement and fire.
  • Evaluates performance and coaches’ employees; completes performance evaluations and initiates or approves disciplinary actions when appropriate; serves on panels to Interview applicants; watches for signs of stress from employees following critical incidents and recommends debriefing; investigates Workers' Compensation claims.
  • Carries special department assignments such as vehicle maintenance and inspections, out of county transfers, departmental supply and equipment distribution, or coordinating public relations events.
  • Reviews reports completed by staff for accuracy and to determine concerns; assures the maintenance and completion of records, reports, and other information required for the shift.
  • Responds to complaints, questions, and information.
  • Conducts in-service training and reviews equipment used in the system
  • Participates in continuous training program to improve competence in medical procedures, operational protocols and in EMS operations.
  • Administering basic/advanced life support to patients at the scene, en-route to the hospital and in a pre-hospital setting in accordance with federal, state, and local laws, regulations and standards.
  • Assessing the nature and extent of injury or illness to establish and prioritize medical procedures to be followed.
  • Gathers patient medical and insurance information from the patient, family members or bystanders and inputs into the computer
  • Completes necessary records and reports for emergency calls including information for billing documentation, and legal accountability.
  • Properly document each transport on the approved Patient Care Report in accordance with Edgecombe County EMS policies and procedures;
  • Participates in a continuous training program to improve competence in medical technical work and in ambulance service and operation; studies street and road patterns of the County.
  • Inspects and tests ambulances and their emergency equipment, maintaining proper inventory of equipment and supplies; cleans and sanitizes ambulance and equipment and ensures that they are in proper and good working order.
  • Receiving requests for emergency and non-emergency ambulance service and other duties related to communication via two-way radio and other communication devices.
  • Monitoring communication equipment to maintain contact with the dispatcher.

 

Additional Job Duties

  • Assists in Emergency operations center during activations
  • Performs related duties as required.

 

KNOWLEDGES, SKILLS, AND ABILITIES:

 

  • Considerable knowledge of and skill in administering emergency medical procedures and techniques
  • Considerable knowledge of anatomy and physiology.
  • Considerable knowledge of intravenous therapy and skill in recognizing adverse conditions.
  • Considerable knowledge of equipment and supplies employed in emergency care of patients and accident victims.
  • Considerable knowledge of county geography and locations of roads and streets.
  • Skill in recognizing trauma and signs and symptoms of medical emergencies to determine appropriate treatment.
  • Ability to plan and organize work to meet deadlines and governmental requirements.
  • Ability to supervise an EMS shift including knowledge of budgeting, personnel, and purchasing requirements, and to train and mentor other employees.
  • Ability to recognize trauma signs and symptoms of medical emergencies to determine appropriate treatment.
  • Ability to perform duties in accordance with established emergency medical procedures and techniques, medical protocols and standing orders.
  • Ability to respond quickly and calmly in emergencies and stressful situations.
  • Ability to safely drive an emergency medical vehicle in adverse conditions and according to motor vehicle laws.
  • Ability to communicate effectively in a tactful and firm manner with the public.
  • Ability to deal with stress and death and dying patients.
  • Ability to accurately record services provided on required forms.
  • Ability to work with co-workers, law enforcement personnel, fire, medical personnel, patients and the general public, and to work with a diverse socioeconomic population based on the unique situations encountered.
  • Ability to maintain vehicles, equipment, and facilities.
  • Ability to maintain confidentiality of patient contact.
  • Ability to meet health and fitness standards.

 

 

PHYSICAL REQUIREMENTS:

 

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift objects.

Must possess the visual acuity to access patient situations, administer treatments operate mobile equipment, monitor work site progress, use a computer, and use measurement devices.

QUALIFICATIONS:

 

  • The Supervisor/Paramedic must have a minimum of either a high school diploma or a GED as evidence of completion of a high school education, and must have and maintain current state paramedic certification and be in good standing with the Medical Director.

  • The Supervisor/Paramedic must possess and maintain a valid driver’s license, current state Paramedic certification, American Heart Association BLS certification, EVOC/EVD certification, other certifications such as ACLS, ITLS/PHTLS, PALS/PEP and others, certified as a Level I Emergency Medical Instructor as approved by the State of North Carolina within timeframes established by the County.
